Senior Policy Analyst, Bureau of Equitable Health Systems
About the positionResponsibilities• Design and execute research on state and federal policies related to New York State of Health Marketplace, including eligibility, enrollment, cost sharing, subsidies, and covered benefits. • Analyze policies including rules and regulations related to the Affordable Care Act and the healthcare safety net, with a focus on their impacts on low-income and immigrant communities. • Monitor policy developments related to health and immigration. • Research and analyze federal and state legislation, regulations, and programmatic initiatives to enroll the uninsured population into health insurance.• Identify data to support and guide health policy and program planning efforts. • Coordinate the bureau's legislative tracking systems. • Monitor state and federal registers for relevant regulatory actions. • Conduct literature searches for evidence base, maintain records, and prepare reports to support the bureau's position on policy recommendations. • Draft responses based on literature research to respond to requests from Intergovernmental Affairs, Agency Communications, and requests from internal and external stakeholders.• Conduct policy analysis and employ social-determinants-of-health orientation to state Medicaid reforms. • Coordinate with other policy programs within DOHMH. • Assist on special projects as needed. • Additional duties as assigned. Requirements• A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or• A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or• Education and/or experience which is equivalent to '1' or '2' above.However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in '2' above.
