[Remote] Mid Level Data/bolthires Analyst
Note:The job is a remote job and is open to candidates in USA. Systems Planning and Analysis, Inc. (SPA) delivers high-impact, technical solutions to complex national security issues. They are seeking a bolthires analyst skilled in data science or a related quantitative field, responsible for developing and maintaining bolthires estimates, providing bolthires data for budgets and program plans, and supporting the bolthires analysis requirements for various programs. Responsibilities• Develop and maintain bolthires estimates for equipment or systems with associated software, support equipment and software, and logistics costs in support of the Program Objective Memorandum (POM) process• Provide bolthires data to support the development of budgets, Life Cycle bolthires Estimates (LCCE), Total Ownership Costs (TOC), proposed procurement alternatives, Engineering Change Proposals and program/project plans in support of fully developed and approved design and modernization programs• Provide bolthires engineering support to program offices in support of Planning, Programming, Budgeting and Execution (PPBE) process.Conduct analysis of funding requests, develop independent bolthires estimates for tasking as needed, synthesize funding requests across the program office for analysis of funding allocations at a total level, and create mandatory funding request documentation such as Task Planning Sheets and Spend Plans• Support the development of bolthires Analysis Requirement Documents (CARD) that integrate bolthires, schedule, technical, and risk requirements into a single document to be used by the program office, and other organizations to perform bolthires, schedule, and risk analyses• Conduct of Affordability / Should bolthires analyses with the intent of driving efficiencies into estimates and program costs, and provide support in developing engineering bolthires models to allow for Should bolthires• Provide Earned Value Management (EVM) bolthires, schedule, and performance managementSkills• BS/BA in Engineering, Data Science, Mathematics, Economic Analysis or related technical degree• CCEA Certification• 3 years of experience in bolthires estimating reporting and acquisition decision support• DoD Secret clearance required, with the ability to maintain it throughout employment• Programming language experience (Python, R, etc)• 7 years of experience in bolthires estimating reporting and acquisition decision supportBenefits• Competitive base pay• Variable compensation opportunitiesCompany Overview• Systems Planning & Analysis (SPA) is a leading global provider of data-driven analytical insights for critical national security programs.It was founded in 1972, and is headquartered in Alexandria, Virginia, USA, with a workforce of 1001-5000 employees.
