About the positionThe Equity & Inclusion Division Race Ethnicity, Language Disability, & Sexual Orientation and Gender Identity (REALD & SOGI) Section is hiring a REALD & SOGI Repository and Registry Data Governance Policy Advisor (Operations Policy Analyst 4). The primary purpose of this position is to lead the governance policy development process for REALD & SOGI data collection standards.The role involves facilitating an interagency governance and technical advisory process across OHA & ODHS to support the implementation and adoption of these standards. This position will manage the integration of these standards into data systems within OHA, ODHS, CCOs, insurers, and providers. The Data Governance Policy Advisor will develop consensus recommendations for agency leadership, the Governor's Office, the Oregon State Legislature, the Oregon Health Policy Board, and other key health care groups regarding the implementation, analysis, and reporting of REALD & SOGI data for diverse use cases.The role will also focus on creating enterprise-wide implementation strategies and ensuring that the adoption of REALD & SOGI requirements aligns with legislative intent, community priorities, and the ongoing evaluation of data representativeness across Oregon. Key responsibilities include implementing processes to ensure accessibility of the data for policy and programmatic decision-making, increasing parity across OHA and ODHS, and identifying and eliminating health inequities in Oregon. This position will manage the REALD & SOGI data request processes, ensuring they are aligned with legislative intent and agency-wide governance procedures.The Policy Advisor will develop guidance documents and support training for research and data analysts, program staff in OHA, ODHS, CCOs, providers, and insurers, helping them to request, use, and protect REALD & SOGI data appropriately. Additional duties involve creating and managing data use agreements, establishing criteria for exempting data collection systems from the standards, and ensuring compliance with agency-wide data privacy, security, and accessibility requirements. The Advisor will also update and maintain the REALD & SOGI data reporting policy, governance standards, data governance charter, and the governance website, ensuring continuous communication about data governance and the request process.This position requires strong project and change management skills, a deep understanding of statewide health care data systems, and a broad knowledge of national laws governing consent, privacy, and the use of personally identifiable information. The Policy Advisor must facilitate complex discussions about data governance and manage the technical, political, fiscal, and administrative aspects of projects. The role requires significant autonomy, excellent self-direction, and the ability to navigate competing demands in a dynamic environment.The Policy Advisor will partner with the repository data team and analysts to support the development and operation of the REALD & SOGI data Repository and Registry, contributing to OHA's overarching goal of eliminating health inequities by 2030.
