This position is open to internal Employment Security Department employees only. We are hiring for multiple Full-Time Permanent positions. These positions are currently scheduled for telework, but the incumbents may need to report to the office in Olympia a few times a year based on business and management needs. The ideal candidates for the Investigator 3 roles within the Customer Compliance Division (CCD) Investigations Unit are seasoned professionals with a strong background in complex fraud investigations, particularly within government benefit programs.They possess a deep understanding of investigative methodologies, including crossmatch technology, skip-tracing, and multi-source lead development. Their experience enables them to navigate sensitive and high-stakes cases with discretion and precision, often involving multi-jurisdictional coordination and intricate schemes spanning multiple entities. These candidates demonstrate exceptional analytical acumen and a keen eye for identifying patterns of criminal activity, vendor fraud, and systemic malfeasance.They are adept at synthesizing data from diverse sources—public tips, agency referrals, and internal systems—to build comprehensive case files that support adjudication and enforcement. Their investigative work is thorough, methodical, and aligned with the CCD’s mission to safeguard the integrity of the Employment Security Department’s benefit programs. Beyond technical expertise, the ideal candidates are collaborative team players who contribute meaningfully to the unit’s data collection and strategic efforts.They are committed to public service, uphold the highest ethical standards, and thrive in environments that demand critical thinking, resilience, and sound judgment. Their work not only uncovers fraud but also strengthens the department’s ability to prevent future losses. Investigate cases of possible benefit and imposter fraud against the benefit programsadministered by the Employment Security Department (ESD). This includes:• Investigate complex cases of identity theft, workers compensation fraud, incarceration fraud, vendor fraud, tips from the public, death records, failure to respond issues, missing employer, and out of country issues• Interview claimants, victims, and witnesses regarding identity theft, workers compensation fraud, incarceration fraud, vendor fraud, tips from the public, death records, failure to respond issues, missing employer, and out of country issues• Conduct complex investigations involving more than one claimant, victim, and/or issue including those of possible or probable fraudTrain and provide technical assistance to employers, claimants, and agency staff.This includes:• Develop and provide training and/or technical assistance to employers, claimants, and agency staff on state and federal fraud laws, rules, policies, and procedures under title 50 and 50A of the Revised Code of Washington• Advise ESD claims staff of processes used in Fraud Prevention to identify fraud cases for referral to the Customer Compliance Division Investigations UnitOther duties as assigned.
