Position OverviewARRO is seeking a Municipal Stormwater (MS4) Compliance Specialist II to support municipalities in meeting regulatory stormwater requirements and advancing resilient water quality initiatives. In this role, you will serve as a trusted technical partner to municipal clients, helping them navigate MS4 permit obligations, develop stormwater projects, and implement best practices that protect local waterways.This position blends fieldwork, analysis, project coordination, and client engagement. You will collaborate with multidisciplinary teams — including engineering, GIS, planning, and environmental staff — to deliver high-quality, compliant, and forward-thinking stormwater solutions. Key ResponsibilitiesMunicipal & Regulatory Support• Assist municipalities with all aspects of MS4 permit compliance and regulatory reporting• Prepare, submit, and present MS4 reports, PRP/TMDL plans, pollutant loading calculations, and related technical documentation• Conduct field inspections and on-site stormwater assessments• Identify and evaluate stormwater BMP/SCM opportunities to support pollutant reduction goals• Coordinate with state and local regulatory agencies regarding stormwater permitting and complianceTechnical & Project Coordination• Collaborate with engineering and GIS teams to analyze feasibility of stormwater projects• Support the development of municipal stormwater ordinances• Assist with grant-funded stormwater initiatives and capital planning efforts• Provide QA/QC for stormwater deliverables• Participate in client meetings, public meetings, and regional stormwater eventsLeadership & Team Support• Mentor and support MS4 Specialist I staff or interns (as applicable)• Support business development efforts, including scoping, budgeting, and proposal input• Represent ARRO in professional and municipal settingsQualifications• Bachelor’s degree in Civil Engineering, Environmental Science, Biology, GIS, or related field• 4–6 years of relevant experience in MS4 compliance, stormwater management, or environmental services• 1–3 years of experience developing PRP/TMDL plans and conducting stormwater utility inspections• Experience using GIS platforms• Knowledge of BMPs/SCMs, erosion and sediment control, drainage systems, and stormwater utilities• Familiarity with federal, state, and local stormwater regulations• Experience with green infrastructure projects is beneficial• CAD/modeling software experience is a plus• Ability to stay current with evolving stormwater regulations• Willingness to learn Office365 applications, including Power Apps• Strong communication skills, analytical abilities, and collaborative approachWork Environment• Combination of office, remote, and fieldwork settings• Ability to complete outdoor fieldwork year-round and navigate municipal/industrial job sites• Ability to lift up to 10 lbs regularly and up to 50 lbs occasionally• Travel within a day’s drive for site visits and project needs• Flexibility to work outside typical business hours as neededWhy ARRO?We offer a comprehensive benefits package including 401(k), medical/dental/vision insurance, PTO, paid holidays, parental leave, disability coverage, and company-paid life insurance.
