This pivotal role involves providing expert legal counsel on a wide range of issues impacting SRP’s operations, public services, and interactions with governmental entities. The successful candidate will be instrumental in ensuring compliance with local, state, and federal regulations, advising on public policy, and mitigating legal risks within the public sector domain.This position requires a proactive, detail-oriented professional with a deep understanding of public law and a commitment to serving the community through legal excellence. Key Responsibilities• Provide comprehensive legal advice and counsel on public sector matters, including administrative law, government contracts, procurement, ethics, and public records requests. • Draft, review, and negotiate agreements and contracts with governmental agencies, public bodies, and other third parties. • Advise on regulatory compliance for state and federal statutes, rules, and regulations relevant to public utilities and public entities.• Represent SRP in administrative proceedings, hearings, and potentially litigation related to public sector issues. • Monitor legislative developments and provide analysis on potential impacts to SRP's operations and strategies. • Develop and implement internal policies and procedures to ensure compliance and best practices in public sector interactions. • Collaborate with various internal departments and external stakeholders on projects requiring public sector legal expertise. Required Skills• Juris Doctor (JD) from an accredited law school.• Active membership and good standing with the State Bar of Arizona (or eligibility for admission). • Minimum of 5 years of experience practicing public sector law, preferably within a utility, governmental agency, or firm specializing in public entity representation. • Demonstrated expertise in administrative law, government contracts, regulatory compliance, and public policy. • Excellent research, analytical, and problem-solving skills. • Superior written and verbal communication skills, with the ability to articulate complex legal concepts clearly and concisely.• Strong interpersonal skills and the ability to work effectively with diverse teams and stakeholders. Preferred Qualifications• Experience with water law, energy law, or environmental law as it pertains to public entities. • Knowledge of Arizona state and local government operations and legislative processes. • Experience advising on public-private partnerships or large-scale infrastructure projects. • Proven ability to manage multiple priorities and deadlines in a fast-paced environment.
