Boys & Girls Club of Bristol is seeking a Program Operations Director to provide strategic leadership and operational oversight for their Head Start and Early Head Start Program Operations Department. The role involves ensuring operational continuity, compliance, and continuous quality improvement across assigned centers.
Responsibilities
- Provide leadership and oversight for all operational functions within the Head Start and Early Head Start programs
- Supervise Regional Coordinators and the System Transformation Technician to ensure operational effectiveness, accountability, and compliance with organizational expectations
- Indirectly oversee Handyman personnel through Regional Coordinators to ensure facilities, maintenance, and safety standards are maintained across assigned centers
- Monitor operational performance indicators, compliance trends, staffing needs, facility conditions, and service delivery metrics to support continuous quality improvement
- Develop and implement operational systems, monitoring processes, corrective action plans, and organizational improvement initiatives
- Coordinate operational readiness efforts related to audits, federal reviews, self-assessments, monitoring visits, licensing inspections, and compliance processes
- Strengthen interdisciplinary collaboration among Education, ERSEA, Health, Mental Health, Disabilities, Nutrition, Family Services, Human Resources, Compliance, Finance, and Facilities areas
- Lead operational meetings with leadership teams and assigned staff to review operational concerns, performance metrics, compliance findings, and organizational priorities
- Respond to operational emergencies, safety concerns, staffing challenges, facility issues, and crisis management situations requiring immediate coordination and decision-making
- Oversee operational projects, systems implementation, process improvements, facility initiatives, and organizational transformation efforts
- Prepare and present operational reports, compliance summaries, risk analyses, and recommendations for continuous improvement
- Lead, coordinate, and oversee organizational events, employee engagement initiatives, leadership meetings, interdisciplinary activities, emergency preparedness events, and program operational activities to ensure effective planning, logistics, communication, compliance, and execution
- Collaborate closely with interdisciplinary leadership teams including Human Resources, Education, Family & Community Engagement, Health & Safety, Compliance, Finance, and Executive Leadership to support integrated services, operational consistency, organizational initiatives, and overall program effectiveness
- Strengthen interdisciplinary collaboration by facilitating communication, coordination, and alignment between departments to improve service delivery, operational efficiency, and organizational performance
- Ensure compliance with Head Start Performance Standards, organizational policies, safety regulations, and operational procedures
- Oversee contracts, operational agreements, vendor relationships, facility leases, and service providers to ensure compliance, operational efficiency, and appropriate resource management
- Coordinate operational aspects related to facility projects, renovations, repairs, construction initiatives, and playground development efforts
- Assess operational and facility needs by monitoring operational requests, prioritizing assignments, and coordinating appropriate follow-up actions and resource allocation
- Ensure operational inventories, supplies, materials, equipment, and property records are maintained accurately and in compliance with organizational policies and Head Start requirements
- Oversee property management processes including inventories, equipment tracking, operational assets, and documentation related to organizational property and facilities
- Monitor and support operational aspects related to transportation, food service coordination, facilities operations, and technology systems across assigned centers
- Coordinate operational components of organizational events, school activities, leadership meetings, and interdisciplinary initiatives to ensure effective planning and execution
- Collaborate with community partners, vendors, contractors, and external organizations to strengthen operational services, partnerships, and program support efforts
- Support organizational training initiatives including pre-service, in-service, operational trainings, technical assistance activities, and ongoing staff development efforts
- Monitor operational data systems, reporting platforms, and technology-related processes to support operational effectiveness, compliance, and organizational efficiency
- Explore and recommend operational improvement opportunities, facility solutions, systems enhancements, and innovative strategies that strengthen program operations and organizational sustainability
- Demonstrate commitment to the organization’s mission, vision, values, and service philosophy
- Perform any other duties assigned by the Head Start Director that are reasonably within the scope of the position
Skills
- Bachelor's Degree in Business Administration, Public Administration, Operations Management, Management, Organizational Leadership, Early Childhood Administration, or a related field required
- Candidates must possess five (3) to seven (5) years of progressive leadership experience in operations management, program administration, compliance oversight, facilities coordination, multi-site supervision, or Head Start/Early Head Start operations
- The ideal candidate must demonstrate strong leadership, organizational, analytical, communication, and problem-solving skills, with experience in operational systems implementation, compliance monitoring, facilities oversight, risk management, and interdisciplinary collaboration
- Ability to sit for extended periods while performing administrative and computer-based tasks
- Ability to stand, walk, bend, climb stairs, and move frequently between operational sites and facilities
- Ability to conduct recurrent operational visits, inspections, meetings, and emergency response visits
- Ability to communicate effectively both verbally and in writing with employees, leadership teams, vendors, and interdisciplinary departments
- Ability to analyze reports, operational data, compliance documentation, and organizational metrics
- Ability to occasionally lift, carry, push, or move items up to 25 pounds
- Ability to operate a motor vehicle during the performance of assigned duties
- Ability to work in office, center-based, and field environments with moderate to occasionally high noise levels
- Master's Degree preferred
- Supervisory experience overseeing interdisciplinary teams is strongly preferred
