RTX, the world's largest aerospace and defense company, is seeking a Customs Operations HTS Classifier to join their Enterprise Services in Santa Isabel, Puerto Rico. This role involves determining U.S. Harmonized Tariff Schedule classifications, preparing Free Trade Agreement certificates, and ensuring compliance with customs regulations while serving as the primary contact for HTS determinations.
Responsibilities
- Ensures compliant and timely determination of HTS, including kits
- Translates regulatory declaration requirements into comprehensive easy-to-understand consultative guidance to ensure compliance and facilitate shipment execution
- Works with internal programs and functions such as Global Trade, Shipping, Receiving, International Logistics, Customs Brokers and Freight Forwarders
- Manages customer expectations
- Ensure accurate and complete record keeping
- Operates in accordance with standard operating procedures. Recommends updates to processes and tools to accommodate compliant and facilitative goods flow
- Represents the organization as primary contact for HTS determinations with internal customers and third-party service providers
- Qualify parts for FTA applicability using both tariff shift and valuation rules
- Prepare FTA Certificates of Origin and maintain records

Skills
- Typically requires a University Degree and a minimum 2 years of prior relevant experience
- Experience working with Customs Compliance Regulations (domestic/global import/export) and application of export/import trade regulations
- Experience reviewing product specifications, drawings and multi-level Bills of Material (BOMs)
- Working knowledge of GRIs and their application, experience writing HTS substantiations
- Experience determining tariff classifications (HTS) in wide variety of HTS Chapters
- Microsoft Office applications, SAP based systems
- Licensed Customs Broker (LCB) and/or Certified Export Specialist (CES)
- Experience qualifying parts for Free Trade Agreements using both tariff shift and valuation rules
- Experience determining applicability of Other Government Agency requirements
- Familiar with ACE, DDTC, export/import valuation, Other Government Agency requirements, Free Trade Agreements and CBP processes, U.S. Government import regulations
- Excellent organizational skills with the ability to respond efficiently and effectively to time-critical issues with competing / conflicting priorities
- Detailed and task-oriented self-starter who can develop effective networks with internal and external customers
- Ability to work in a hybrid and remote team environment
