GSA Sales and Marketing ConsultantThe Language Doctors is a global leader in professional translation and interpretation with 20+ years of proven excellence. As we expand our federal footprint, we are seeking a highly accomplished GSA Sales & Marketing Consultant who will be responsible for expanding our government sales pipeline through deep expertise in federal procurement, GSA Schedule strategy, and agency engagement.Key Responsibilities• Strategic Government Sales Leadership• Develop and execute a comprehensive GSA-focused sales strategy tailored to language services (translation, interpreting, localization). • Identify which agencies most frequentlyprocure language services and build a targeted growth roadmap. • Provide expert guidance on leveraging TLD’s small business status, set-aside programs, and subcontracting/teaming strategies. • Oversee GSA Advantage/eLibrary accuracy and sales reporting (IFF, quarterly compliance).2. Opportunity Identification, Capture & Qualification• Conduct ongoing market research using SAM.gov, eBuy, USAspending.gov, and agency forecasts to develop a robust, qualified pipeline. • Perform daily monitoring of federal portals and deliver initial go/no-go evaluations based on scope, competition, contract vehicle, and feasibility. • Prepare capture strategies, including competitor assessments, past performance alignment, and agency pain-point analysis. 3. Proposal, Quote & BPA Support• Guide to proposal teams on GSA-compliant pricing, technical approach, labor category mapping, and win themes.• Review RFP/RFQ requirements to ensure full compliance, reducing the risk of disqualification. • Manage eBuy quoting activities, including saved searches, quick-turn responses, and clarification questions. 4. Contracting Officer & Agency Engagement• Build and maintain strong working relationships with contracting officers, program managers, and small business specialists across key agencies (DHS, DOJ, DoD, State). • Recommend industry days, small business events, and networking opportunities that increase TLD visibility and trust in the federal space.5. Training & Internal Enablement• Provide ongoing training on federal procurement, GSA rules, pricing compliance, proposal best practices, and marketing methods. • Mentor team members strengthen internal GSA literacy and long-term self-sufficiency. 6. Performance Tracking & Strategic Reporting• Establish metrics to track pipeline growth, win rates, sales outcomes, and GSA contract performance. • Deliver monthly progress reports summarizing opportunities, risks, wins, and strategic recommendations. Required Qualifications• Proven federal sales expertise, with a track record of winning contracts in professional services, language services, or similar.• Deep knowledge of the GSA MAS Program, eOffer/eMod, GSA eBuy, SAM.gov, GSA Advantage, and federal procurement rules. • Strong background advisingbusinesses in government contracting environments. • Extensive experience communicating and negotiating withcontracting officers and agency buyers. • Demonstrated ability to build government sales strategies, including targeting specific agencies and developing long-term acquisition plans. • Expert understanding of set-aside strategies (HUBZone, 8(a), WOSB, SDVOSB) and how they influence procurement outcomes.• Advanced skills in government proposal development, pricing strategy, and compliance. • Exceptional communication, coaching, and stakeholder engagement skills. Preferred Qualifications• Prior experience supporting language services contracts in the federal space. • Former federal Contracting Officer, Contract Specialist, or GSA Schedule PCO. • Professional certifications: APMP, NCMA (CPCM/CFCM), or similar. • Familiarity with ISO 17100, security-cleared linguist requirements, and specialized agency demands.Engagement Details• Part-time / Freelance with flexible hours. • Competitive hourly rate based on experience and demonstrable past wins. • Remote work with required availability for agency calls, proposal review cycles, and internal meetings.
