FTA Compliance & Grants Consultant (Independent Contractor)
About the ProjectLOKK Designs, a process and operations consulting firm specializing in strategic systems and organizational clarity, is assembling a multidisciplinary team to support upcoming public transportation and mobility planning projects. We’re seeking an experienced FTA Compliance & Grants Consultant to assist in proposal preparation and, if awarded, to provide on-call technical support for compliance, documentation, and funding management. ResponsibilitiesReview and interpret federal (FTA) and state (TxDOT or equivalent) requirements for planning and operational programs.Ensure project activities meet FTA Circulars (4702.1B, 4703.1, 4220.1F) and related compliance standards (Title VI, Environmental Justice, ADA). Develop or review grant documentation, applications, and performance reports. Create internal compliance tracking systems and standard operating procedures. Support procurement, contracting, and reporting processes for federally funded projects. Provide audit-readiness guidance and ensure documentation aligns with 2 CFR 200 (Uniform Guidance). Advise project managers on risk mitigation and funding eligibility.QualificationsBachelor’s degree preferred; equivalent professional experience in transit compliance, federal grants, or transportation administration accepted. 5+ years of experience in FTA, DOT, or public-sector grant compliance. Demonstrated knowledge of Title VI, ADA, Environmental Justice, and procurement regulations. Experience preparing or managing FTA Section 5307, 5310, 5311, or 5339 funding. Strong technical writing and documentation skills. Familiarity with 2 CFR 200 (Uniform Administrative Requirements) and FTA Master Agreement.U.S.-based independent contractor eligible to work under a 1099. Compliance & Documentation RequirementsBecause this work supports federally funded transit projects, selected contractors must provide or complete:Proof of General andProfessional Liability Insurance ($1 M minimum preferred). Active SAM.gov registration (or willingness to register before project start). No active federal debarments or suspensions. Ability to sign standard independent contractor and non-disclosure agreements. Preferred SkillsExperience with FTA TrAMS, TEAM, or similar grant management systems.Background in municipal or MPO planning compliance. Understanding of civil-rights documentation and DBE/HUB participation tracking. Ability to train teams on compliance and reporting processes. Contract DetailsTimeline: Immediate start for proposal phase. Rate: $50 – $100 per hour (DOE; fully loaded).
